I thought now that talking "how good the talks are" will be much more informative being supplied with examples.
Let's go :).

First of all, the steps below are splitted for me, mainly.
The excellent communication is when you do not think of the steps, when you just enjoy the talk and your partner.

1. Open communication
Pretty important is to look in the eyes of your future party before you start talking. And better, smile.
So try not to approach from the back (though it's not crucial, just a recommendation).

This way your minds exchange some data which I cannot verbalize yet (though some psycho- and energy-oriented people have some explanations). The main thing here is for your party (most likely, a girl) to understand you are not a maniac, you are not going to kill or rape her, and you have something pleasant to tell her.

Next you come up. When you do, please, do not come too close. If it's not a crowdy and loud place (like a night-club, where you might touch a girl before you talk), usually a meter (3 feets) is enough for a stranger.

Good, we are close. Now we say the first phrase. Pretty important, and pretty easy.
"Hi!" / "Hello!" / "Salut!"

Look in the eyes. Do not rush trying to explain who are you :). Wait for her to respond.

If she does not answer, and the reason is not that she did not hear you, better do another girl. However, if you want this particular girl very much, you might proceed.

Some neg-hit (negative hit - cure from full-of-themselves girls) usually helps. Those who are used to good words (pretty girls, rich people) are easily returned back on earth by saying something negative (don't overdo it).
Something like "Hey, do you know what people respond to Hello?" / "Your parent did not teach you to salutate people?".
Just remember to smile, you don't want to start a fight with a girl, right? :)

1.1. - Who are you
Next, depends on you, the girl and your mood. You might skip this step at all, if you want to. However, it's a good step sometimes. Tell her who you are, and ask who is she.

2. Context-oriented / Compliment
Just feel free talking to her, it's normal for people to talk nowadays :).
Just be sincere and say something pleasant.
